Sandy Blue is President of the Abbotsford Police Foundation. Ms. Blue’s career highlights include senior roles in Marketing, Sales & Operations at TELUS; Assistant Vice President Marketing, Sponsorship and Brand at HSBC; Business Development Manager at YXX; and Manager Strategic Economic Initiatives at the City of Maple Ridge. She then served two terms as city councilor at the City of Abbotsford, two years on the Fraser Valley Regional District board, and two years on Metro Vancouver board (Parks only). Today she operates the interior design consulting firm she and her husband formed in 1997.
Active in the community Ms. Blue has served on the Abbotsford Police Board; the Abbotsford Police Foundation; Burnaby RCMP Community Policing Committee of Council; Burnaby RCMP Victim Services; Urban Development Institute (UDI) Fraser Valley Committee; EcoFarm; Burnaby Summer Games, Coquitlam Summer Games, Abbotsford Summer Games; Canadian Women in Communications (Vice Chair); Vancouver Fireworks Festival Society; and Director Envision Financial Regional Council.
She holds a Diploma in Administrative Management from BCIT, an Ec. D from the Economic Developers Association of Canada (EDAC), a Certificate and Diploma in Economic Development from the University of Waterloo, CEcD from the International Economic Development Council (IEDC), an Accredited Business Communicator (ABC) from the International Association of Business Communicators (IABC). Dustin Hall, also known by his traditional name Tsah-Qua-Lait-sa, is a distinguished member of the Ts’’elxweyeqw Tribe. With an eight-year tenure at First Nations Health Authority, Dustin began his journey as the Director of Community Capital from 2019 to 2021. In his present role, he oversees Facility Operations and Maintenance management, catering to two hundred nations across the province and managing a portfolio of one hundred facilities.
With over two decades of construction experience, Dustin’s expertise spans Project Management, Construction Management, and Development. His leadership extends beyond professional realms, as he has held a seat at his community’s leadership table for over ten years. Noteworthy accomplishments include negotiating a fire department service agreement between the City of Chilliwack and Skowkale and establishing a formal partnership with the Fraser Valley Regional District’s building department. These initiatives have significantly contributed to supporting the housing and lands department, ensuring the construction of housing and commercial buildings to the highest standards.
Dustin’s core values, encompassing respect, culture, excellence, and fairness, are evident in his approach to both professional and community engagements. He believes in sharing his wealth of knowledge with his community, embodying a commitment to collaborative growth and development.
Beyond his professional pursuits, Dustin values his role as a father to three boys.
Jackie Hogan currently serves as Vice-President Administration at the University of the Fraser Valley (UFV). Prior to this, she served as Chief Financial Officer (CFO) and VP Administration at UFV since 2010. She is a Chartered Professional Accountant, CPA-CGA, and holds a Bachelor of Accounting Science degree from the University of Calgary, and Master of Business Administration (MBA) from Heriot Watt University.
As VP Administration, Jackie is responsible for and provides leadership to the university’s administrative support services. The portfolio includes information technology services, safety and security, campus planning, facilities management, and human resources. She also serves as a director on the board of UFV’s related entities – the UFV Properties Trust, University India Global Education (UIGE), and the UFV Foundation.
As an administrator and leader, Jackie places value on collaboration, inclusivity, and relationships, and is known for being organized and approachable. Jackie works with a dedicated and professional team of directors and staff; the division strives to be a strategic partner to units across the university ensuring administrative services align with the mission and strategic plans of the university.
Jackie is involved in the post-secondary sector at the provincial level and serves as the chair of the BCAIU finance committee, member of the Administrative Services Collaborative (ASC) steering committee, the Student Housing Working Group and has previously served on the board of the Post Secondary Employers Association (PSEA). She is also actively engaged in her community and currently serves as Treasurer on the board of the Abbotsford Community Foundation.
Jackie lives in Abbotsford with her husband, Paul, and enjoys spending her free time hiking, practicing yoga, and spending time with her family.
Dr. James Mandigo began his tenure as President and Vice-Chancellor of the University of the Fraser Valley on July 1, 2025. He brings 25 years of experience in post-secondary education, with a focus on student-centred learning, international engagement, and building strong community partnerships.
Dr. Mandigo believes universities play a vital role in supporting the social and economic well-being of the regions they serve, a view that aligns closely with UFV’s mission to engage learners, transform lives, and build community. He has consistently emphasized the importance of collaboration across disciplines and communities to create meaningful educational experiences that help prepare students for an increasingly interconnected world.
An active researcher throughout his career, Dr. Mandigo is internationally recognized for his work in physical literacy, life skills development, and sport for social change. He has collaborated with partners including the International Olympic Committee and Right to Play, with a particular focus on violence prevention through education in Central America.
James Atebe is a retired Chief Administrative Officer (CAO) specialized in governance, leadership and public administration including financial and human resources management. In addition, Mr. Atebe is experienced in strategic, land use and economic development planning and approval processes.
Mr. Atebe also has approximately twelve (12) years of experience in municipal political leadership including six (6) years of experience as the Mayor of the City of Mission, British Columbia. Mr. Atebe’s experience also include over twenty-five years in public administration with First Nations communities and other levels of government.
Mr. Atebe has a Bachelor of Arts degree in geography from University of Calgary, Alberta, and master’s degree in urban planning from the University of Washington, Seattle.
Mr. Atebe has experience participating in several community organizations in varying capacities including committee memberships as well as serving as a director on several boards. Some of these organizations include the City of Mission, City of Chilliwack Community Committees, the University of the Fraser Valley, the Fraser Valley Regional District, and Lower Mainland Local Government Association Committees.
Ian has been involved in construction since his teenage years, working for his father’s framing crew throughout high school and university. He went on to complete his Business Administration Diploma at the University of Fraser Valley and a diploma in Architectural and Building Engineering Technology at BCIT. Since graduating, he has spent 20 years as a Project Manager for multiple general contractors, including Dominion Fairmile and Ventana, and led multiple teams as Development and Construction Managers for a national restaurant chain.
Ian joined Gerry Enns Contracting in 2019 as Operations Manager and became General Manager in 2021 prior to his appointment to Vice President of Commercial Construction for the Emil Anderson Group of Companies, GEC’s parent company.
Ian lives in Chilliwack with his wife, Brandi, and their four children. Today Ian leads a team of over 40 construction professionals completing projects throughout British Columbia, with offices located in Chilliwack and Kelowna.
Craig Toews is President of the Abbotsford Chamber Board and is honoured to be serving Abbotsford’s business community. Recently retired from UFV after 34 years of service, Craig brings extensive experience and a deep understanding of postsecondary with a diverse career spanning IT, Property Development and Community Engagement. Involved in a variety of initiatives throughout the Fraser Valley, Craig is passionate about community engagement and supporting innovation and entrepreneurship across the region.
His collaborative leadership style and passion for the community culminates from working with the business community and advocating for changes that will strengthen our economy.
